4月22日，总书记走进重庆市九龙坡区谢家湾街道民主村社区，了解当地实施城市更新和保障改善民生等情况。
谢家湾街道民主村社区建于上世纪50至90年代，2022年初启动更新项目。两年间，该社区改造建筑11万平方米，拆除危房4.3万平方米，提升配套环境9万平方米。
社区会客厅展示墙上，详细介绍了民主村社区的前世今生和社区工作情况。总书记在这里驻足，看得仔细，问得也很深入。
习近平总书记指出，老旧小区改造是城市更新的一个重点，也是一项民生工程，既要保留历史记忆和特色风貌，又要解决居民关切的实际问题。
城市更新是提升城市治理能力和治理水平的重要抓手。着眼城市居民痛点，让老旧小区换“新颜”、让背街小巷穿“新装”、让地下管网获“新生”。社区居民由衷地说：“以前这里环境脏乱差，城市更新行动实施后，道路平整了、环境整洁了，我们的幸福感也更强了。”

2023年5月，习近平总书记在河北省雄安新区考察时，特别强调要同步推进城市治理现代化，从一开始就下好“绣花”功夫。

从上海静安区24小时不打烊的“数字小屋”将服务和资源延伸至居民家门口，到山东青岛通过设置装修垃圾和大件垃圾暂存点，改善垃圾分类投放环境，再到四川成都建设互联网租赁自行车管理平台实时监测共享单车停放情况，智能调度企业清运……不少城市正让“绣花”般的城市治理照进现实。
此外，作为城市的“细胞”，社区不仅是市民群众日常的生活场所和居住空间，也是公共服务和社会治理的基本单元、城市治理的“最后一公里”。
“城市治理的很多工作要靠基层党组织这个战斗堡垒和社区这个平台去落实”，在民主村社区，总书记再次叮嘱要“提高社区精细化治理、精准化服务水平”。
最后，城市治理要提高智慧化程度。
2020年3月，习近平总书记在浙江考察时，走进杭州城市大脑运营指挥中心。在这里，总书记说，从数字化到智能化再到智慧化，让城市更聪明一些、更智慧一些，是推动城市治理体系和治理能力现代化的必由之路。
此次山城之行，总书记再次来看一个“城市大脑”——重庆市数字化城市运行和治理中心。
该中心归集水、电、气、讯、桥、隧、轨道、管网等城市体征指标，推动城市运行和治理全域覆盖、全程感知、全时响应，是重庆在探索实现超大城市治理体系方面的整体重构。
总书记对重庆“城市大脑”印象深刻，在随后的考察中又数次提到城市治理课题。他说：“信息化时代，要加快智慧城市建设步伐，构建城市运行和治理智能中枢”，“让城市治理更智能、更高效、更精准”。
